is this indicator important in Baltimore City?
The
juvenile arrest rate is an indicator of the conditions that youth face and depicts
the relative safety of an area.
This is a standard indicator used in
both the city and state to understand youth activity in an area.
This
indicator is portrayed by the area where the juvenile arrested lives, not where
the arrest takes place or the crime is committed. This allows for greater understanding
of the situation in which the juvenile lives that may affect their behavior.
What
has been happening in Baltimore City?
In 2003, the
juvenile arrest rate was 140.30 arrests of juveniles per 1,000 youths, which is
an increase of 10 percent from 2000, when there were 127.54 such arrests.
Definition:
This indicator reflects the number of arrests of youth
per 1,000 youths ages 10-17 in an area.
Juvenile arrests are calculated
as a rate per 1,000 youth in order to reflect the concentration of the problem
relative to the youth population of the area, and allows for greater comparability.
Calculation considerations:
This indicator includes arrests for both major (Part
I) and minor (Part II) crime.
Arrests are used as the measure, rather
than actual crime. Not all juveniles arrested are charged with a crime.
This
indicator excludes offenders charged as adults.
The rate is calculated
using U.S. Census 2000 population data.
